What if someone set up Sugar’s release from jail so she could harm Sheila the most? If that’s the case, then Bill Spencer (Don Diamont) could be our best bet for initiating a disastrous scheme. After all, viewers are aware that Sheila’s current release from prison is Bill’s responsibility.

Sheila would have received justice if Bill had just let John “Finn” Finnegan (Tanner Novlan) and Steffy Forrester (Jacqueline MacInnes Wood) testify as scheduled.
